Summit County property owners can earn up to $24,000 by converting their short-term rental into a longer-term rental for our local workforce

How the Program Works

Verify property qualifies

The property must Located in Unincorporated Summit County or Town of Breckenridge Town Limits and be a legally licensed short-term rental in good standing.

Ensure tenants qualify

All tenants must complete an Employment Verification form and work at least 30 hours per week for an employer based in and serving Summit County.

Sign a Lease

Property Owners or Property Managers must sign a minimum of a five month lease (seasonal) up to a twelve month lease (long term) with a qualifying tenant. See below for the grant amounts for property owners and property managers.

Complete full application

Landing Locals will provide property owners or property managers a full application which needs to be completed before the incentive can be dispersed. The funds will be paid in two equal installments — one at the beginning of the lease, and one at the end.

Compliance

The applicant must comply with midway and final lease checks to ensure they are in compliance. If they are found out of compliance, they may be disqualified from receiving additional incentive payments.

The program provides property managers and property owners generous cash incentives to convert their short-term rentals into seasonal and long-term rentals

No, property owners can keep their short-term rental permits.

The Lease to Locals pilot program has a specific goal of trying to convert short-term rentals (STRs) to long-term rentals (LTRs), and to provide the much needed workforce housing that is not currently available.  Lease to Locals is not intended to add additional financial support to owners who have already decided that long-term renting is the best fit for them and their property.  That being said, the Lease to Locals pilot program will be re-evaluated in the Spring of 2022 to review lessons learned and how the program might be improved if it is to be continued into the future. 

The incentive dollars are paid by Summit County or The Town of Breckenridge. All property owners must complete a full application along with a w9 and ACH form. The incentive funds are paid in two equal installments – one at the beginning of the lease and one at the end.

All tenants* must complete an Employment Verification form and must be working at least 30 hours per week for an employer based in and serving Summit County.

For 1 bedroom or smaller units: at least one tenant in the household must work locally

For 2 bedrooms or larger units: all tenants in the household must work locally and number of tenants must be equal or greater to number of bedrooms

*Tenant is defined as anyone occupying the property who is over 18.

Rental rates are set by the property owner or property manager and there are no rent requirements for the program. Landing Locals will be compiling data on rental rates and can provide guidance on rates considered affordable for the local workforce.
