Lease to Locals - For Property Managers

By 2023, the county is projected to be nearly 2,600 rental units short of what is needed to house local workers. The program provides property managers and property owners generous cash incentives to convert their short-term rentals into seasonal and long-term rentals for our local workforce. How the Program Works

Verify property qualifies

The property must Located in Unincorporated Summit County or Town of Breckenridge Town Limits and be a legally licensed short-term rental in good standing.

Ensure tenants qualify

All tenants must complete an Employment Verification form and work at least 30 hours per week for an employer based in and serving Summit County.

Sign a Lease

Property Owners or Property Managers must sign a minimum of a five month lease (seasonal) up to a twelve month lease (long term) with a qualifying tenant. See below for the grant amounts for property owners and property managers.

Complete full application

Landing Locals will provide property owners or property managers a full application which needs to be completed before the incentive can be dispersed. The funds will be paid in two equal installments — one at the beginning of the lease, and one at the end.

Compliance

The applicant must comply with midway and final lease checks to ensure they are in compliance. If they are found out of compliance, they may be disqualified from receiving additional incentive payments.

Frequently Asked Questions

Summit County and the Town of Breckenridge are partnering on a pilot incentive program to unlock new rental housing opportunities for the local workforce. The program provides property managers and property owners generous cash incentives to convert their short-term rentals into seasonal and long-term rentals

  1. The property must be located in Unincorporated Summit County or Town of Breckenridge Town Limits
  2. The property must be a legally licensed short-term rental unit, and it must be in good standing.
  3. The property owner filling out the application must be the owner of the property or legally represent the owner or ownership group. Applications will be sent via DocuSign and include a contract, W9, and ACH form
  4. The property manager must fill out an application, which will be sent via DocuSign.

 

All tenants* must complete an Employment Verification form and must be working at least 30 hours per week for an employer based in and serving Summit County.

For 1 bedroom or smaller units: at least one tenant in the household must work locally

For 2 bedrooms or larger units: all tenants in the household must work locally and number of tenants must be equal or greater to number of bedrooms

*Tenant is defined as anyone occupying the property who is over 18.

Rental rates are set by property manager and there are no rent requirements for the program. Landing Locals will be compiling data on rental rates and can provide guidance on rates considered affordable for the local workforce. 

Property managers can earn one-time incentives for each property they convert. For the first property manager to unlock 5, 10, and 15 units there are additional cash incentives. (see chart above) 

Property managers incentives are paid within 30 days of move-in date. For property owners, the incentive funds are paid in two equal installments – one at the beginning of the lease and one at the end.
